Several Adams County businesses noticed the new Adams County Comprehensive Plan was taking effect in October 2021 which would severely affect Adams County. They were quickly moving ahead with Phase 3 of Text Amendments – from their Comprehensive Plan.

A group of local Adams Co. businesses were elected to take action by unifying and started talking about a way to reach out to Adams Co. to explain how they would be affected.

Momentum spread quickly among the established, long-term business owners who realized they would be severely affected by these mandates.

IPOC Construction begins and 49 members step forward and join the group.

IPOC was formed with a focus on working to unify our collective efforts to help stop or modify the Phase 3 amendments.

Adams County Planning staff attend their first IPOC meeting and witness 49 business owners representing thousands of employees impacted by their Phase 3 Agenda.

Adams county holds a town hall meeting—150+ IPOC Members attend and fill the auditorium. For 3.5 hours Adams County business owners speak directly to 5 Adams County commissioners.
